1. According to the results of this study, the owner should take action on the drawbacks of building industry system. For example, firstly, the purchase system should be reformed to avoid the malignment competition; secondly, the content of project contract must be reviewed to set up the fair and reasonable contract by the responsible attitude and the additional agreements; thirdly, the professional ability on the area of purchase of clerk should be improved. The design supervise should have professional ability to supply technical service and should be responsible for the loss which caused by the improper design.
    根据研究结果得到了三个结论，第一：业主应审慎思考工程采购制度中最低价决标的存废，推动最有利标决标，以杜绝抢标、恶性竞争发生；第二：订定公平合理之工程契约，增列仲裁条款之规定，提升承办人员采购专业能力等；第三：设计监造单位对於提供技术服务工作应有相当程度的专业能力。
